I would also be interested in a USB tether emulator, but I'll bet it would probably need a rooted phone. However, I did find an app a while back that works over Wifi so I've been using it.
Remote Web Desktop allows using my computer desktop keyboard via the desktop's browser, but also my iPad keyboard via the Safari browser as an Android keyboard over Wifi. This app does have a few other features too.
