Help Kies Air Connection

Without more information it would be hard to know. What were the steps that you followed and what error message did you receive.
I have only used wifi but for me it has been as simple as starting Kies Air while the phone is conencted to the wifi and then going to the PC, starting my browser of choice and going to the URL.
My failures have usually been due to getting the port number wrong the first time. Basic typo.
