Help Kyocera Hydro Edge Error 8713

Hi All.
During "Activation" from Ting, my Kyocera Hydro Edge thrown out this error: Error 8713: Fatal Error. Service required. Please contact your service provider.
I called Ting Support. She told me do the following steps.
1/ Remove battery since the screen locked up.
2/ After awhile, put back the battery.
3/ Press and Hold Volume Down button + Power button until the Kyocera logo appear.
4/ Use Vol Down button moves cursor to "Wipe data/factory reset" then press Power Button to select
5/ Use Vol Down button move cursor to "Yes -- delete all user data" then selecting it by press on Power button.
6/ Select "reboot system now" by pressing Power Button.

I did that, the error returns "Error 8713"

This is brand new Kyocera I bought from eBay.

I searched the nets, so many directions. I have no idea which one is the right direction to cope this issue.

Any help would be appreciated!

Update:

I sent my cell phone back to Kyocera.
They couldn't fix it.
Luckily, it's still under warranty from manufacture.
So, Kyocera sent me a brand new one.
The "Activation" with Ting went smoothly. :p
