Apps layout tips

Hello,

What is the best approach to split screen in two parts - both together needs to fill full screen. For example , top box with 40% height and bottom box with 60% height.
I am very new in android development, so maybe it is very easy but I can not get it

Android does not support percentage layout, but you can use layout_weight

Yes , this method I found , but it doesnot help if I need upper part with static size and lower part with dynamic size.
So , there are no solution? It is hard to belive
