Le Pan Tablet TC970 Problem

Hi, just received this tablet and started using it. When I turn it on it goes to a reboot screen I try to reboot and it just returns to the reboot screen. I have tried to reset several time but the same thing happens. This tablet is still on because it will not turn off. Does anybody know how to fix this problem. I can't get any help from Le Pan.
