Leaves rustling on map - pokemon hotstops?

It's a higher chance of getting a wild pokemon to appear. Only problem in my neighborhood is it's always in people's yards who I don't know...
 
If it's green leaves there's a pokémon there. If it's pink leaves someone is using a lure to pull/lure pokémon top that spot for the 30min a lure lasts.
