Help LeEco Le 1s X507 Soft-Bricked

Used TWRP recovery and wiped EVERYTHING (including SYSTEM and INTERNAL MEMORY).
ADB does not identify the phone , nor FASTBOOT IDs it.
Tried all kinds of drivers (MEDIATEK , GOOGLE, UNIVERSAL,NAKED) . None works for me.
The Letv bootscreen stays up , if left on Power ON (not animation, the image before that).
PS: I Can access RECOVERY

Never heard of this device. Did you at least make a Nandroid before wiping? This is ALWAYS advised before doing anything. If so just restore that. If not, is there development for this device, ROMs or the manufacturer has a stock image to flash? If you are in recovery you can access the phone from PC in recovery and copy what you need to flash from there.

I have stock ROM and CUSTOM ROM ready to flash .
How can I transfer files if ADB does not identify my phone .....

If you boot into recovery and plug phone into pc it should see it as a MTP sort of. So you can copy the files you need into your phone and flash via twrp.

There is also in "Advanced" in TWRP an "ADB Sideload" option, never used this myself though though so check out Google or elsewhere here what to do.
