Apps Legally: Can one create a app as a reference app only...

Legally, I was wondering if a developer can create a app (apk) that gathers information from many other different websites and point to those websites link /rss feeds/pictures...via some buttons on the actual app. So basically the app is referencing other websites that fall under the same interests, like recipes or hobbies...but the actual websites are not create by the actual developer. The developer is simply developing the app to make things easier for the end user to find all the information they need in one place. I have seen several developers do this, the question I have can this be done Legally? Is there any risk involved there?

I can't see what not, you aren't trying to sell anything, just linking to another website.
 
If you are distributing the app via Google play then it is up to Google to decide whether or not the app violates their developer content policies, as in the following:

Do not post an app where the primary functionality is to:
[ul]
[li]Drive affiliate traffic to a website or[/li]
[li]Provide a webview of a website not owned or administered by you (unless you have permission from the website owner/administrator to do so)[/li]
[/ul]

I think the key word here is "primary functionality"
