Naruto is going too wavy,suddenly cilmatic,suddenly down. Plus naruto is overpowered unlike luffy .
Luffy ,marco and law, should be some what equal
But admirals are certainly more powerful .

I wonder what will happen next week with luffy and law

and yeah I agree luffy isn't a superhero compared to every other character on the series. IMO he has leadership ability but he is one of the weaker members of his crew.
