Well LG are the manufacturer. A "launcher" is an app that provides desktops and an app drawer for an android phone. I don't know about BRN, but this sounds a lot like the pre-installed launcher on an LG phone.

it is just a system app. most likely something to do with the launcher as @Hadron has suggested.
