Your phone will only use one type of data connection at any time. When it connects to wifi, it uses that for the data and will automatically shut off the phones 3g/4g radios to conserve battery.

Your emails should be able to send over your mobile connection. It sounds like theres some configuration issue there

So without the wi-fi on is it correct that I cannot get mail or send mail....also what about post 1 where android is using like 98% of battery...is that normal...
ps thanks

You should be able to send and receive emails while on 3g or 4g just fine. Something is definitely wrong with that.

As per the battery drain, I'd suggest downloading an app called gsam battery monitor. It does a much better job than the stock battery stats app and will help us figure out what the cause of the drain is.

looks like a good app. what should I be looking for...first screen says batt usage 1%
click golf club looking thing bottom left snd it says 7.8% usage consumed by....a list of stuff

That app will keep track of whats using your battery. Its best to charge your phone, let it discharge and check the app before it needs to be charged again.

Once you do that, let us know what it says
