It does appear to be the same phone, with the ... *DROOL* ... physical QWERTY keyboard!!! Oh man!!! G~&%@mnit I just bought my F3 a few days ago!!! Rooted it successfully last night!!! :hmpf:
*calms down*
Anyway, the hardcore QWERTY crowd on a budget might like this. The F3 is a good phone overall (IMHO) as it is, aside from the memory and usual bloatware issues. At least I'd hope that LG decided/managed to increase the memory and 'emulated SD' storage in the F3Q. It should ship with KitKat. At least our F3's are slated to receive the KitKat update this summer.
EDIT: It ships with JB 4.1.2., according to the LG site.
My wife just got a F3Q. Got it in the mail today and was setting it up.
Screen is very small. Wow I'm not used to it after using my Note 3 lol. So far it looks cool. Has some features I saw in 4.3 that my old Droid Razr that was on 4.1.2 didn't have.
Lots of bloatware on it. Too much t-mobile crap to disable or try to disable but can't.

If the phone is at V5 motochopper could work. I used saferoot on my F3, as it's a newer setup and also compatible with F3 phones on V6. Saferoot uses SuperSU for su permissions duty, instead of Superuser, which isn't being updated anymore. If the F3Q uses the same basic software as the F3, saferoot is what I'd recommend for rooting. I don't know if the F3Q is compatible with the CWM recovery that the F3 currently has, so one brave owner will have to try that out.
Looks like it has all the features of F6 and the screen of F3, which is pretty cool. This begs the question, why not release F3 with features of F6. I would gladly have the F3 with F6 feautures or F6 with F3 screen.
