Lg Optimus M

I have the Lg optimus M and it wont turn on when I Put it on the charger the Lg logo thats on the black screen comes on and the 4 lights on the keys come on but it wont turn on it just stays like that I dont know what to do If I try to turn it on without putting it on the charger it will just flash the logo and lights then turn off but it wont come on what do I do Its in fair condition and I have bearly used it
