Help LG Shine and Roaming issues

Dooes anyone know if the new software update fixes the issue with the LG Shine not working on some US networks. The texting and data, I am from Windsor ,Ontario and when we cross into the US the texting does not work. We have a roam frre zone in Detroit when we cross over but for some reason LG shine has had issues.

As far as I've heard the update is supposed to fix the issue. I have the old firmware still but my texting worked in cuba last month. I don't know whether being rooted and a different rom could have any effect though.
