LGB setup with no internet access?

how would you be able to go through the initial droid setup if you didn't have internet access on the phone? I'm talking about the screen that says 'touch here to begin.'

By default the wifi is not turned on; so if the phone was not active, how would you be able to enter your gmail info? is there a way to bypass this screen?

Scenario:

I sell my phone. Before I ship it off I deactivate the account and reset everything.
Buyer gets my phone and tries to call *228 to activate. However, the buyer can't get past the setup screens because there is no internet access.

Once you are at the screen with the android with the finger touching it, touch each corner of the screen in a clockwise pattern. Start with the top left and go to the bottom left. This will bypass the initial setup and get you to the homescreen.
