If you have or can find a kdz for your device, you can extract the .dll from that.

That's an older tool that I still use. I think there are a few newer tools on XDA some of which may be windows friendly, not sure.
If a kdz is not publicly available, then you may be forced to buy the .dll if you're looking to go the tot route ala LG Flash Tools.
