Assuming you have a LG phone, yes? It appears to be a typical bloatware app, and since it also appears to be a system-level app added by the manufacturer it will be bothersome to remove (your device needs to be rooted).
Go into your Settings >> Apps menu, find that app's entry, and see if you can at least disable it so at least the LIA Informant service no longer runs in the background.

A lot of people have been wondering what LIA Informant, LIA MrGDBLogger, LIA S4URecommender 4.20.17 are. They are processes and services for the smart notice widget.

edit: they need to come up with names that do not scare folks.

Hmmm "informant"...maybe the original LG Korean translation didn't sound quite so sinister, and associated with police, grass, stool pigeon, snitch, etc
