Help License and Android apps

I like to know what is actually license in the case of Google Play.
1. If I purchase new phone, can be transferred apps into another Android phone?
2. If I purchase additional tablet, will be license used also on tablet or additional app and license should be purchased?

In most cases yes, you can install apps onto another device (the apps are related to the google play account and not the device)... in a few cases they are tied to the device by one means or another, in which case you'd need to speak to the developer of the software...

There are also a few apps out there that have different versions for tablets and phones, and so you need a different version, but again these are relatively rare
