Limit 3G use?

is there a (free) app that can only allow cirtain apps/features to use 3g? and allow all apps to use WIFI. And implement this when wifi is lost. and only allow apps like Facebook and weather to do it every 4 hours? e.g put a time limit on
There are no options to let me do that in network settings.

You could probably set that up with Tasker. But you would have to be willing to make the effort.

DroidWall is your best bet. You need to be rooted to use it though.
