Anyway, when I was adding water to my city, I decided I didn't want it. So I was using the little bulldozer to change it back to grass when I noticed that the price goes down, and eventually to negative if you click on the same spot a lot. I did this for a while, and got $50,000,000.
All you need to do is:
1. Place a lot of water.
2. Using the bulldozer tool, keep tapping in the same spot until the money goes to -.
3. It goes by $10,000 for each press, so enjoy!
