Location defaulting to previous city

I moved from Europe to the U.S., and from time to time my phone will default so that the clock shows that I am in my former city. I don't know what triggers it. I've changed both my Outlook and Google accounts to say that I am now in the Eastern Time Zone. I think it may be my wireless router, but even that says that I am in the EST and definitely doesn't say anything about the city. My SIM card is a US SIM card that is different than the one I used in Europe.

Please help!

I have have the phone configured to automatically set the time based on network-provided values.
