I have a samsung tab3 that is used by the public as well as staff. Is there a way to place several apps in a home screen folder and lock the folder rather than individual apps so the public can't access it?

Not sure if it will lock a folder, but it will certainly lock apps in a folder. You can lock apps on an individual basis (with a password - the same one for all of them) using AppLock by Domobile on Playstore. There are others, but this is the one I have tried.
