Why does the lock screen battery notification differ to the actual battery level in top right ???

Your lock screen notification is coming from an app. The battery level shown on the top is reporting Samsung's built-in battery data. I suspect your app is creating a notification that does not update properly.

That is the app that came on the phone from factory settings ?!?!?!?!?

That notification says 'Tiny Flashlight'. That means it's not the official Samsung flashlight and is just as Snakeyeskm says. It's an app where the battery level is not updating properly.

I see everybody trust Samsung but not a third party app. To check what level is right (Samsung or Tiny Flashlight) download one more battery app and see the result. Than you will now for sure

Won't matter. A properly updating third party app would always follow the system reading, because these apps work by just reading the system reading and showing the data on a different interface. That means anything that doesn't follow the system reading (Samsung) is not updating properly.
