Lock screen gone

So when i push the top button to put my droid in standby/lock the screen it turns black like it should. But when i get a msg and hit the button again the lock screen is gone and i cannot move the green circle to the right like you should be able to. I checked the settings and the normal settings are there. Any ideas of how to get this back? Thanks
