Help Lock screen time zone different

For some weird reason that I cannot seem to find a setting for, the lock screen on my old junky but unlocked BLU Grand 5.5 HD (Android 6.0) is showing Eastern Time (zone) when it is set for Pacific Time and shows Pacific time everywhere except for the lock screen.

I just plain do not understand.

I do not. It's a basic Droid phone with extremely limited storage.

I do not use it for more than telephone calls & alarms/timers.
