Lock screen UI design

Hello, I have some ideas to create productive, comfortable , customizable lock screen. I really would like to design my idea , does anyone one know what software that I can use to start making android application so I can Also test it on my device and so on. Any help would be appreciated . thank your greatly in advanced .
 
What exactly is the UI you are thinking? I mean you can have almost anything on Widgetlocker using the right widgets and sliders. For example here's mine:



Its got weather, music control, time, email, phone and messaging shorcuts plus batter percentage. Swipe left to right over my name at the bottom and it unlocks, Swipe right to left and it opens the camera.


Also, we have a 19page thread her of various lockscreen designs made from Widgetlocker. You can see how different each UI is, how unique to each person's taste.

Thanks for your reply, I'm familiar with widget lock screen . that's not what I'm looking for , what I want to design is completely different . I would post images of my design just worried if someone might steal my idea. I want to design lock screen from scratch with my design in mind, I believe many would like my idea because what I want to do is what's missing in many lock screens applications . sorry for not giving much details , hope you understand . so still looking for software to help start my idea , that's what I'm looking for . thanks :)
