I use a Samsung Galaxy S4 on AT&T. I am unable to change my lock screen using downloaded images. Whenever I download an image and try to set it as my lock screen, the phone indicates that the wallpaper has been set. But when I go to the lock screen, the wallpaper has changed to a distorted image of one of the onboard wallpapers: the boy jumping in the field with the balloons. I have no trouble setting camera-captured images as the lock screen though.
