I would agree with appmachine, but if you want a more robust solution you should go with flash builder (or even flash directly).
Flash Builder 4.6 supports a robust graphical interface designer (4.7 lacks this feature, so avoid that one).
The code required to do this would be very minimal (I or someone else could even help you do it here), probably no more than 10-15 lines.
The benefit with using Flash Builder is that you write it once, and you port it to .apk (Android) and .ipa (iOS) at the same time!
I know it may seem daunting, but I promise this is the best (and easiest) solution for what you want to achieve.

You might also want to check out MIT App Inventor. It'll do what you want, but only for Android.
