Is there an app where it allows you to change data to LTE when you are on a specific app (that you selected) and revert back to 3G/4G when you are not on that app? The point of this to me, is to conserve battery by not always on LTE but also wish to have it automatically change by itself rather than the usual shortcut app on home screen

You may be able to that with Tasker. If you do a search within this sub forum there are some Tasker threads including a how to tutorial. I can't say for sure if it will do as you want because I prefer to take manual control of settings but Tasker will certainly do similar things.
