Help Looking for best SMS Texting App for Small Business

Hi Friends,
What is the best phone SMS texting app someone can use their my small business messages on their Android 4.4. Thanks
 
I don't really know what exactly you mean by small business messages and how they differ from regular SMS. Not too sure of legality here but if you have data on your phone, can use Google voice for messages, free and backup on the web. You can sync Google voice to Hangouts
