Looking for TODO app with specific features

Hey, I'm looking for a good to-do app that:

a) requires no always on internet, as I only have wifi at home and no internet otherwise,
b) has a good windows companion app/windows client/web client,
c) supports to-do's with a "2 weeks after i last did this"-like due date setting

Since I tried this on IRC, and apparently wasn't clear enough: I actually want a TODO app that has all the features from above; a, b AND c. I know posting a reply is very exciting, and you probably love your TODO app, but do please be so kind as to give a moments consideration to the features I want, and whether your suggestion actually has them ;)

I'll second the Astrid suggestion because of the bi-monthly repeat function. I thought it was Internet dependent, though. But I just absolutely hate the graphics. And those infantile comments and congrats (I know you can turn them off, but they're still annoying! Lol).

I like Gtasks because it syncs with Google Tasks and Calendar, and has option to show Agenda on its widget. Has 5 or 6 reminder date options.

Thank you, I am happy with Astrid now. I could not figure out how to get c) to work with Gtasks (or any other Google Tasks compatible thing) - I don't think it actually has that feature.
