You should be able to unlock it through Gmail -- though I havent done this personally.

After a certain number of failed attempts using a pass code or pattern lock, you must enter the gmail credentials the phone is registered to while the phone is connected to a 3G or Wifi network with internet access (Google's servers must be able to authenticate it)
If you don't have that information or you have all data turned off, the only way to get the phone back to a usable condition is to perform a factory reset, which pretty much erases the phone and set's it back to factory conditions.
