While setting up phone ,control display started to flash on and off. after calling us cell tech support did a wipe data/factory reset.

phone runs great now, however the market app is missing. how do I restore?

from the home screen, press "applications". Then scroll until you find the "Market". press and HOLD on the selected app until you can drop it in an open space on one of your homepages.

Or is the Market app not even in that list?

I lost market place as well, after a failed attempt to root. I reset my phone to factory settings and market is NO WHERE to be found on the phone, is there somewhere i can re download the app?

You can reset factory data from boot and from the OS. From boot will cause you to lose alot of apps including the market. If you go into the OS and do it you should get it back. I just ran into this problem with my wifes phone.
