Apps low end virtual device for sdk 19

I have two problems.
I developed an app and in the android studio, I mentioned target sdk version as 19.1.0. I have already created virtual device - Google Nexus 4 4.1.1 with API 16. Hence, the app is not running on this device. I tried to create a new device, with sdk 19 and even 21. Both are not starting, saying vt-x is not enabled.
I tried to change the target sdk version to 15.5.0 in android studio. It asked me to download the required sdk. I downloaded sdk 15.5 through sdk manager. However, I do not find the sdk 15.5 files anywhere in the android\sdk folder.

Now I need to either have a working android sdk 15.5 version or lower
or
create a virtual device that works with sdk 19.1.0 but doesnt ask for vt-x enabling or does nt take up many resources

Please help me
 
You will have to go into the bios and enable an option called somthing with vt-x(dont remember exactly the name). It will allow your computer to run viritual units(like android) ;)
 
my motherboard is 5 years old Asus p5kpl-cm . Vanderpool technology is not available in the BIOS. There is an option CIE or a similar one, which is disabled for win xp. I enabled it and tried. Still the Virtual devices are not working.
