Luncher Optimizer Inquiry

Hi, I just wanted to know was phone stock luncher optimizer good or bad to use when percentage meter reaches 81% and above?
I was always told optimizers is not good to use and not needed for newer Android devices because Android systems automatically targets certain apps in turning them off when it's needed to free up RAM usage.

Yes optimizers are not needed and can do more harm than good. There are some good older threads here that explain this but I'm on my phone so I can't grab the links at the moment.

Of RAM usage, I thought by adding that at the end of my question it would have been self-explanatory of what I was asking but I see it don't apply to some people.
