Help major charging problem

  1. Been charging over 2hrs.and get 3% charge.
  2. Switched wall plugs , micro USB cables, drains quickly also.
 
Turn it off and try charging.

If you've eliminated the cable and charger then what's left is phone hardware and software. If it's turned off that eliminates software.

How old is the battery?
 
Switching off the phone and charge is a good option, I have been through this same problem, changing the usb cable helped me. your last resort would be to change your battery if this does not help.
