Is there a way to make customized notes/text appear on screen lock display (preferably with a ColorNote widget)? Want to use this primarily as a "todo reminder" setting (rather than say, a more-permanent "phone ID" thing).

Use WidgetLocker as your lockscreen app. It allows you to have widgets on it.
