How do I make my widgets on my samsung s4 bigger on my home screen?

Depends on your launcher I think. In most cases you can press and hold the widget. You'll then get the option to remove or resize if your launcher supports it. That said, they will only scale up according to the grid on the home screen. You can't make a widget 3 1/2 gridlines wide.
