Making Calls/Sending text without having 3g/data on

Hi I'm new to androids and smartphones in general

My mum wants a Samsung smartphone, however she concern about the data charges she faces when using the phone outside your wifi range.

I was wondering whether she can turn off 3g/data and still be able to make and receive calls/texts.

You can make calls & text on any 'dumb phone' that doesn't have wifi or even GPRS, can you not?

3g, GPRS, EDGE, WiFi, 4g, etc etc are for data. Calls & text use the bog standard 2g network.

Picture message is slightly different, it uses the data network but uses a MMS gateway (different APN to regular phone internet). Some data toggle widgets let you turn on / off the APN for internet, but still let you send / recieve picture message (MMS).
