I there a way to make the arrow "always" point up and have the map revolve around it while in motion?

If you are talking about the Google Maps application, I think the answer is yes. When you start the app, you will notice a little compass icon in the upper right corner. If you click on that, the map will show you your current location and the top of the map will be whichever direction your phone is facing.
