Help Marketplace Lock

Hi I'm new to Android phones. I recently bought my daughter a Samsung 15700. As she has limited data usage on her contract is there a way where I can limit her use of Android marketplace by placing a lock on accessing it?

Only thing that comes to mind is that the gmail account thats used for the phone, can be linked to a credit card (possibly paypal also) - make sure its not. but this will only stop the downloading of paid apps, not 'data' in general, dont forget, you still use data when surfing through the browser.
