Have you tried X-plore File Manager by Lonely Cat Games? It is available on Google Play. I can see the file path you quote on my device.

I had to answer a topic about a massage tone. "Mmmmmm, that's goood" would seem appropriate.
Any ogg, mp3, wav and probably others should work. I did find that for it to appear in the ringtones list I had to put it in a folder named Ringtones if I did not want to put it in the default media/Ringtones on the main SD card.
