I'm sorry if this may sounds "ignorant" but I need to know if I can tether from my cell phone to my tablet? If so, what app would do this?

Android phones don't need rooting, they have wifi hotspot functions built in automatically. You don't need an app, just turn it on in settings.

Check your data plan includes tethering though, not all of them do.

sorry, I guess I should have reworded my question. I'm aware of the mobile hotspot. However, that's a 20$ that I don't want to spend if possible. I tried to use FoxFi, however, it's blocked on the Sprint network. I guess there isn't any other options.
 
There is a way to do almost anything if you are technically inclined, but if you are not then i would suggest you cough up the extra money. If you root your phone you do not have to pay more, but if u are not very knowledgeable about computers I would avoid this.
