memory card, essential?

I bought a used Optimus V with CyanogenMod install on it. I noticed, after a few days of use, that it doesn't have a memory card.

How important is it to have a memory card in the phone?

It's not critical, but I would suggest you buy a small 8 GB or so card just for various things you may need. A lot of apps need additional storage and use the SD card.

Can a user choose what gets put on the card? I don't recall any apps asking where they should be installed.

Because apps don't install to the card. They install to the phone. But having a card helps when you take pictures, and record videos and for music files since you can set the camera to store them in the card so you won't get memory full issues.
