In android v4 onwards you cannot move apps to sd without rooting the phone. It's a feature of Android.
I suggest you uninstal something to give some space. Instal "diskusage" to give a good picture of what is using up your memory and then archive/backup/delete what you don't need. Also use an app such as history eraser to clear the caches of all apps.
