Do you mean to completely turn the phone off, as in power down? - no it does not.
Or do you mean if you leave it lay on your desk without putting it on standby, will it turn the screen off automatically?
The phone will go into standby mode automatically after a select number of seconds. The user can change how long this takes by doing the following:
hit the menu button - settings - sounds and display - screen timeout. Here is where you can adjust the delay before the screen automatically turns off.
