Message tone? Text message? Voicemail message?
In Android each app tends to control it's own settings. You'll find that you can define default ringtones for Text messaging in the Text Messaging app.
Also place your ringtones in a Ringtone directory on your SD card and not in the root directory. Android seems to prefer this...
