Just recently starting having this problem and it's a little hard to understand so I'll try explain it as clearly as possible.
Basically I'm with three, and suddenly I can send texts to this one person, it says they're delivered, but she doesn't receive them. However she can send texts to me and I will receive them. This isn't the same for all my contacts as I can send and receive normally for every other contact on my phone, just not her.
I'm unsure whether this is a network problem or whatever, but where should I go next, any help?
