Root [MetroPCS] Android is updgrading

I've been getting this message more often when I reboot.
One time, the phone was stuck in a reboot loop" "Android is updating" then "Starting applications" and back again. Eventually I pulled the battery and the phone started up fine.

Just wondering:
a) if this is happening to anyone else
b) what is being updated, if anything

I've rooted on towelroot but it doesn't appear much, if anything, has changed with the phone.

Are you using a specific rom?

I've seen my rom (Dana) does that. As far as I know, it's when included system/app is conflicting with OS somehow (either needs to be updated, has to be placed at data/app or issue with odex file etc..)
 
I've had this as an issue with Dalvik files.
Clearing my Dalvik cache had removed the boot loop, most notably after an updated app, an unexpected shutdown (battery pulled out, phone dropped, etc), or a crash.
