Root [MetroPCS/CDMA] How do you do a True Full Wipe?

Maybe I'm missing something. I reloaded my phone, but I did wipe data,cache,dalvik/factory reset. 3 times! When I installed the ROM and went into WiFi all the WiFi networks that I've connect to from the last ROM are still there it seems like it's being stored somewhere OR I'm not getting a true full wipe.

on recovery wipe cache/dalvik,system, and factory data. let me know if that works.
